Germplasm Committee

The American Oat Workers' group has a Germplasm Committee. A list of current (2024) members is here.

Code of Ethics

The "International Oat Workers' Code of Ethics for Germplasm Exchange", adopted by the International Oat Conference in 2000, has been supplanted by the International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA). For parties signatory to the treaty, a Standard Materials Transfer Agreement (SMTA) has been developed. The treaty document itself can be found here. A course has been developed to help people understand the Multilateral System of Access and Benefit-sharing.

Please take note of this article by Axel Diederichsen concerning changes to the Plant Treaty that may affect oat breeders and others.

The provisions of the International Union for the Protection of New Varieties of Plants (UPOV) must also be considered, as well as the Access and Benefit Sharing requirements that have been established for EU countries. There is a video explaining ABS called "ABS - Simply Explained". Information concerning large-scale screening of germplasm collections and the EU ABS Regulation can be found here. Tools for navigating international agreements can be found in this article.
